Digging? Call JULIE
Digging responsibly is the only way to dig. The alternative could mean disaster in the form of personal injury or damage to underground lines, property, or the environment.

JULIE serves as a message handling, notification service for underground utility facility owners, taking information about planned excavation and distributing this information to its membership. It is then the responsibility of each facility owners to mark the location of their underground utility facilities at the excavation site. JULIE, Inc. is a communications link and does not perform any type of locating services.

Illinois Law Enforces JULIE
Illinois law requires anyone digging, regardless of the depth of the project, to call JULIE at 800-892-0123. This notice must be at least 48 hours to two working days prior to the start of excavation, and the project must begin within 14 calendar days from the call.

The Illinois Commerce Commission (ICC) has the responsibility of enforcing the provisions of this act. For detailed information, including information about the penalties and liability, please see the Illinois Underground Utility Facilities Damage Prevention Act (220 ILCS 50/1 et seq.).

In addition, JULIE member companies ask excavators to physically visit the proposed site to become more familiar with the area, and to indicate the excavation area using white paint or flags before placing their call to JULIE or processing their locate request using Web Remote Ticket Entry (WRTE) or the Fax-A-Locate Program.

The Village of Elburn participates in the JULIE program as required by law.
